Finland's citizenship test (kansalaisuuskoe) 2027

From March 2027, most citizenship applicants must show they know Finnish society. Here is what has been announced so far.

The short version

  • The amended Citizenship Act takes effect on 1 January 2027.
  • The new requirement applies to applications submitted on or after 1 March 2027.
  • It applies to applicants aged 18–64.
  • The test is taken in Finnish or Swedish and organised by the Finnish Immigration Service (Migri).
  • It does not replace the language requirement: you still need to prove your Finnish or Swedish skills, for example with the YKI test.

What the test covers

According to Migri, the questions cover:

  • key legislation governing life in Finnish society,
  • fundamental and human rights,
  • Finnish history and culture,
  • equality, including equality between genders.

The questions are based on publicly available study material published in advance on Migri's website. Yle reports the test is expected to include multiple-choice and true-or-false questions.

Who doesn't need to take it

You meet the requirement without the test if you have passed the Finnish matriculation examination (ylioppilastutkinto) in Finnish or Swedish, or completed a Finnish- or Swedish-language higher education degree in Finland. Exemptions may also be granted for health or disability reasons, or for other very serious reasons.

Why the language test matters even more now

The citizenship test is in Finnish or Swedish, so the reading skills you build for YKI also help you understand the study material and the questions. If you're planning to apply in 2027 or later, it makes sense to get your YKI certificate done first.

Still to be announced

Details such as the fee, test locations, the pass mark and the exact format may still change or be announced later. Check Migri's website for the latest information before you plan your application.
